Managing Travel for Planned Special Events

Description of Figure 3-2. Transportation Management Plan Components and Event Planning Team Involvement

A transportation management plan consists of a Traffic Management Plan, Transit Plan and Travel Demand Management Initiatives.

The Traffic Management Plan covers site access and parking, pedestrian access, traffic flow, traffic control, en-route traveler information, traffic surveillance, and traffic incident management and safety. An Implementation Plan is the result of the Traffic Management Plan.

The Transit Plan is developed by the Transit Agency and covers public transit service expansion, express bus service and charter service. The Transit Plan flows to the Traffic Management Plan. The Transit Agency flows to the Traffic Operations Agency/Law Enforcement.

Travel Demand Management initiatives include High Occupancy Vehicle incentives, event patron incentives, bicyclist accommodation and local travel demand management. Travel Demand Management flows to the Traffic Management Plan.

There are three stakeholder groups – Community Interest Stakeholders, Event Operations Stakeholders and Event Support Stakeholders. These groups flow to and from Traffic Operations Agency/Law Enforcement and the Event Organizer. The Traffic Operations Agency/Law Enforcement flows to Travel Demand Management. The Event Organizer flows to the Traffic Management Plan.
