Description	A recently released report looks into different financial arrangements in the freight industry, and their impact on the performance of the freight transportation system. In order to maintain and increase the current level of freight transportation systems, the report finds that current financial arrangements are inadequate. The report also finds that future financial reforms should be designed to promote productivity gains. This report looks into different possibilities that could assist in paying for projects which will reduce the costs or expand capacity of the freight transportation system.
