A recently released report assesses the degree to which the Department of Transportation's interim notice follows key federal guidance in developing funding opportunity information and selection criteria to prospective applicants for its Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants. The interim notice, which was released on May 18, 2009, created two tiers of selection criteria, primary and secondary. Primary criteria are long-term outcomes, job creation, and economic stimulus. Secondary criteria are innovation and partnership. |
