<time begin="47"/><clear/>We certainly thank you for your time and effort and thanks to the persons who will be presenting new projects today, I know it is a lot of time and work and we do appreciate your interest in the IFTWG and your assistance here. 
<time begin="71"/><clear/>Looking back over the last year, we have made very good progress. 
<time begin="76"/><clear/>We have a couple of projects that are moving right along now and today we are looking for additional ideas and projects and we will continue this type of of webcast 
<time begin="96"/><clear/>and how we will try to identify additional projects and continue moving along the ones that we have in place. 
<time begin="106"/><clear/>So, again, I want to welcome everybody and I will turn it back over to Randy or Tony.

<time begin="118"/><clear/>I suppose I can say all the things Ben just said and paraphrase it in a different way but I will save everybody the effort of doing that.

<time begin="129"/><clear/>I am pleased with the progress we have made and the projects coming forward and with that, land did I. 
<time begin="136"/><clear/>Launch us into the IFTWG update.

<time begin="150"/><clear/>We came away from the San Antonio meeting with close to six or seven projects and we had went through a process this past year in getting those projects down to two projects that IFTWG members thought was valid in going forward. 
<time begin="175"/><clear/>Cross town and terminal optimization and we made quite a lot of progress moving forward with those two projects. 
<time begin="183"/><clear/>The cross town improvement project we had a kickoff to start the business process mapping on July #. 
<time begin="194"/><clear/>The KCSrailroad in Kansas City hosted that and we had all four major railroads in Kansas City, U.P.S. and N S and we also have participants from three trucking companies. 
<time begin="211"/><clear/>Greer trucking, mid city and I T S and along with participating from TSA our transportation security administration and booze Allen Hamilton is the contractor doing the as is process mapping. 
<time begin="229"/><clear/>We are to start that with on site visits in September. 
<time begin="233"/><clear/>And I have a slide following this to show what the schedule is going to be. 
<time begin="240"/><clear/>We are planning to move forward into the two B technology scenarios and the forum planned the first of October. 
<time begin="247"/><clear/>The cost benefit analysis which basically compares the technologies that maybe selected for the project will be completed by mid October and this will be driven off the data that is collected in the as is business process mapping. 
<time begin="265"/><clear/>Finally we will do a final presentation and workshop at the conference in November and this is where we will final lies it--finalize it to support the cross town improvement project. 
<time begin="278"/><clear/>This is a quick overview of the schedule we are starting the work with the interview guide next week. 
<time begin="286"/><clear/>We will move to interviews in the week of August 22nd. 
<time begin="291"/><clear/>And then the cost drivers September the sixth and then a focus group around the first of October. 
<time begin="296"/><clear/>Finally, like I said. 
<time begin="303"/><clear/>November 11th, 12th, in that area will be facilitating a meeting that would finalize. 
<time begin="313"/><clear/>A terminal optimizations we are moving forward with that. 
<time begin="319"/><clear/>We have a planned meeting at September 14th at the railroad, and inspect Chicago and thanks forgetting us set up and also for participating.

<time begin="330"/><clear/>They couldn't make it today.

<time begin="370"/><clear/>I am going to step back a little bit and I am going to first introduce our first presentation will be Paul.

<time begin="411"/><clear/>Hopefully everyone sees slide number 1. 
<time begin="416"/><clear/>The port access improvement demonstrations and the name was a cheesy way to get the acronym in there that says paid and you will see why that, why we think that's an important thing to keep in mind. 
<time begin="434"/><clear/>I am looking for the move forward. 
<time begin="438"/><clear/>How do you move forward, Randy. 
<time begin="439"/><clear/>I am sorry. 
<time begin="443"/><clear/>It looks different on the interface today. 
<time begin="445"/><clear/>Here we go. 
<time begin="446"/><clear/>This project. 
<time begin="449"/><clear/>Is extension of some work that our company is already doing in the Baltimore area. 
<time begin="458"/><clear/>And it is specifically tailored on addressing what we see is the need for truckers to use port facilities. 
<time begin="467"/><clear/>Particularly facilities that are adjacent to metropolitan areas and we under through the challengers moving freight in and out of the facilities. 
<time begin="478"/><clear/>Given that there is other nonfreight traffic getting in the way and the reality is that most traveller information types of applications 
<time begin="488"/><clear/>that are currently in existence today are in, have two distinct differences from what we are proposing. 
<time begin="499"/><clear/>They tend not to be focused on the trade industry and two, we are convinced none of them are going to have the quality and richness of data that we will make available through. 
<time begin="511"/><clear/>And we mentioned Baltimore now. 
<time begin="516"/><clear/>You can use cell phones as traffic probes. 
<time begin="519"/><clear/>The basically what we are suggesting are the primary causes of the problem are undetected congestion. 
<time begin="526"/><clear/>In other words, there are things happening on the network that unfortunately the trucking community doesn't have easy access to. 
<time begin="536"/><clear/>The only access they have to anything other than specifically broadcast over the regular traffic reports. 
<time begin="544"/><clear/>Is what ever they might have in terms of what information they may gather over the C B radio network and possibly from dispatchers. 
<time begin="553"/><clear/>And the reality of that means there are things that are getting in the way of those folks improving their operation and maximizing their profits by getting possibly getting the given time period, 
<time begin="570"/><clear/>and in the end, hopefully promoting them getting additional revenue and reducing operating costs. 
<time begin="586"/><clear/>The idea would be to reduce congestion of trucks would also improve the air quality situation particularly around the larger metropolitan areas. 
<time begin="598"/><clear/>The proposed solution is to develop traffic monitoring and information distribution solution that relies on not only the cell phone probe information that is coming in 
<time begin="611"/><clear/>but the means by which or is integrating the information and making it available for redistribution through a system called multithank multi modal travelling information system. 
<time begin="626"/><clear/>And this is focusing on poor truckers and dispatchers. 
<time begin="631"/><clear/>There are three basic things that need to take place and the first would be to expand existing coverage area. 
<time begin="637"/><clear/>We have most of Baltimore covered. 
<time begin="641"/><clear/>And to cover the port to a level of detail that is necessary. 
<time begin="643"/><clear/>We have to expand existing coverage. 
<time begin="647"/><clear/>That is a relatively painless step to take. 
<time begin="651"/><clear/>And reformulate information sets. 
<time begin="655"/><clear/>And develop applications for delivering that back out to those members of the community through, we suggest, cell phones, two way pagers, fleet and the web. 
<time begin="672"/><clear/>And we depend on those because they are the least expensive means for a poor trucker to get the information. 
<time begin="680"/><clear/>We are sensitive to the fact that there is poor trucking community that doesn't have a great deal of money to spend on technology. 
<time begin="689"/><clear/>This is focused on inexpensive delivery of information in packaged sets. 
<time begin="694"/><clear/>Specifically tailored to meet the needs of poor trucking community it I. 
<time begin="701"/><clear/>The expected partners obviously poor truckers and dispatchers that we draw from the folks on behind who do that kind of work, 
<time begin="711"/><clear/>some of the travel information developers out there, they are good at putting applications together for inexpensive flsm flvments. 
<time begin="727"/><clear/>And I Platforms and they are enthusiastically supportive and want to participate. 
<time begin="732"/><clear/>They have already begun talking to representatives from the Maryland motor truck association and they are equally encouraged about seeing something done 
<time begin="742"/><clear/>to meet the needs of the poor trucking community and the local, state and federal government as appropriate. 
<time begin="749"/><clear/>Anticipated benefits. 
<time begin="752"/><clear/>I know I touched on these already. 
<time begin="754"/><clear/>I won't go through all of them. 
<time begin="757"/><clear/>But it comes to providing information to make better decisions. 
<time begin="762"/><clear/>That is not only for the truckers themselves but for the dispatch dispatchers and we think would benefit from having good information about current and predicted conditions on the network. 
<time begin="782"/><clear/>In and around the port area. 
<time begin="785"/><clear/>In the end that is what it comes down to so they can run efficient operations and reduce the costs and hopefully make more money. 
<time begin="797"/><clear/>For the port facilities, there are intrinsic benefits. 
<time begin="806"/><clear/>Identifying time and emissions that send the figures out of the acceptable range in some metropolitan areas. 
<time begin="819"/><clear/>If we can use a tube like this to stake slack out of the system. 
<time begin="826"/><clear/>Whether it is on roadways to or from, that the environmental quality should also improve. 
<time begin="832"/><clear/>If that improves. 
<time begin="834"/><clear/>Then everybody benefits and citizens and government extract the benefits you see here. 
<time begin="842"/><clear/>Better balance and improve safety, reduce the emissions and higher quality of life. 
<time begin="848"/><clear/>From a viability announce men standpoint, there are some challenges here. 
<time begin="854"/><clear/>Everyone knows how diverse the port trucking community is and getting the folks signed up to tell whether they are making a difference. 
<time begin="861"/><clear/>It is going to be a challenge. 
<time begin="865"/><clear/>We already started talking to Maryland motor truck association and they have indicated an interest to help make this thing move and it is always a challenge to understand what information is useful. 
<time begin="878"/><clear/>There are all kind of things to send someone but if they can't make a decision based on what you are sending. 
<time begin="884"/><clear/>It is not all that useful. 
<time begin="889"/><clear/>It has to be useful that actions can be taken against. 
<time begin="893"/><clear/>We already got statements of support and I know Randy and Tony are familiar with this. 
<time begin="898"/><clear/>I presented the information to them as well. 
<time begin="903"/><clear/>There seems to be support for it and there is, if you look at the viability study there. 
<time begin="908"/><clear/>Second bullet. 
<time begin="911"/><clear/>We talked about recognized need. 
<time begin="916"/><clear/>The underlying collection technology is, I say it is proven. 
<time begin="921"/><clear/>What I mean is that if it is up and run non-GAAP Baltimore. 
<time begin="924"/><clear/>They are being provided data about what is going object in and around the city beltway and this is a relatively painless extension of to address what we think is a real need and the challenge of course, and what we are seeking 
<time begin="944"/><clear/>to have the project do for that community is to help define what the real needs are for information to see what kind of applications can be pulled together and finally finally, what happens with the result of having information. 
<time begin="966"/><clear/>Whether it provides financial or safety or emissions air quality improve means. 
<time begin="976"/><clear/>Basically summarizes what the project is and we have interest in Baltimore ready on this thing and it has solid local support. 
<time begin="982"/><clear/>That's it. 
<time begin="983"/><clear/>Okay.

<time begin="1005"/><clear/>Let me give credit where credit is due on this. 
<time begin="1010"/><clear/>Ron is the one who did the work on this and and this idea came from a brain storming session at our company and our IT department here and Ron is the one that in his group that came up with the subject matter and did all the work. 
<time begin="1028"/><clear/>So, Ron will take it over from here. 
<time begin="1029"/><clear/>Okay. 
<time begin="1032"/><clear/>Ron, let me get on the system here. 
<time begin="1033"/><clear/>All right. 
<time begin="1034"/><clear/>All right. 
<time begin="1038"/><clear/>I am going to promote you to panelist. 
<time begin="1040"/><clear/>Ron, there is money with that too. 
<time begin="1046"/><clear/>Now I can feel like Paul. 
<time begin="1048"/><clear/>Okay. 
<time begin="1052"/><clear/>This project is as you see, there is an inverse of volume loss through sufficient asked dueling. 
<time begin="1059"/><clear/>Many of the same benefits that Paul has talked about as far as reducing congestion in the port areas. 
<time begin="1067"/><clear/>That's one of the focuses here with this project as well. 
<time begin="1071"/><clear/>Such as you can see there, the problem statement is the terminals and terminals aren't definition here is really, it could be port terminal, anywhere where there is a gate where trucks are lining up to get into. 
<time begin="1089"/><clear/>But the inability for the terminal to schedule them, causes like fuel and and emissions cost and causing congestion on the streets and highways and they know they have to pick up a load but they are not aware of any specific time. 
<time begin="1108"/><clear/>In most cases as far as what is available. 
<time begin="1113"/><clear/>So they simply show up at the gate and wait in line. 
<time begin="1116"/><clear/>That's what causes all the problems. 
<time begin="1119"/><clear/>The causes in the enter modal volume. 
<time begin="1121"/><clear/>Continues to go up year after year. 
<time begin="1127"/><clear/>It is not valuable tools in the industry really for pick up and drop off of the containers or trailers and another big issue is the inability to collect data from the operating systems that that a schedule could be set up. 
<time begin="1148"/><clear/>In fact the current system, it negatively effects the scheduling in planning both side, the customer and trucking company. 
<time begin="1154"/><clear/>Increases the wait time. 
<time begin="1159"/><clear/>Number of turns the driver can have in a day is limited. 
<time begin="1162"/><clear/>You have the effects on vehicle and pedestrian traffic and again, like a lot of things Paul discussed, as far as air quality and emissions and that pretty much carries forward with this project as well. 
<time begin="1176"/><clear/>You will have higher transportation cost and safety issue as well. 
<time begin="1188"/><clear/>The a pick up for an appointment system for when they are going to show up at the gate. 
<time begin="1193"/><clear/>Minimize the wait time and overall congestion at the terminals. 
<time begin="1198"/><clear/>As far as the approach is to define the requirements and specifically and also identify any tech knowings that are out there today. 
<time begin="1206"/><clear/>That we may be able to leverage. 
<time begin="1208"/><clear/>Specific railroad as an example. 
<time begin="1211"/><clear/>They have a gate reservation system that is being roll ed out today. 
<time begin="1217"/><clear/>There maybe pieces of the code that we maybe able to leverage and certainly allow the requirements we have put together and roll it out for an entire industry type of application. 
<time begin="1233"/><clear/>Next step would be to pilot a demonstration. 
<time begin="1235"/><clear/>Build the application first in a demonstration mode and also then evaluate the results of that pilot and then it is a former, put together a former recommendation as far as technology to be applied if we roll it out to the industry. 
<time begin="1259"/><clear/>Expected partners at this point freight technology partners. 
<time begin="1260"/><clear/>IFTWG. 
<time begin="1262"/><clear/>Port container year-to-date. 
<time begin="1267"/><clear/>Enter modal operator he is and very important participants and of course, you have other effective public and private agencies and organizations would be involved. 
<time begin="1280"/><clear/>Anticipated benefits and improve the efficiency of the gate operations. 
<time begin="1285"/><clear/>Really increase the terminal capacity by reducing wait times they are they are trying to get it through the gate as quickly as possible. 
<time begin="1294"/><clear/>It goes better than everyone showing up and try to get through as best as possible. 
<time begin="1302"/><clear/>Really allow to have minimum pick up or drop off of containers. 
<time begin="1306"/><clear/>Better utilization of port resources. 
<time begin="1311"/><clear/>Over all reduction in cost sup as storage. 
<time begin="1314"/><clear/>And you would have the reduction in trucking hours per unit and improve traffic in the area both for vehicle and pedestrian. 
<time begin="1323"/><clear/>Hopefully less emissions based on the people having to wait less. 
<time begin="1328"/><clear/>You know, less time in lines and of course you have over all I improvement of life if you know what time you will get home. 
<time begin="1340"/><clear/>From a viability analysis, the changes I see is getting access to the terminal application systems and that would be the port terminal. 
<time begin="1353"/><clear/>-- and getting data out of the systems is not the easiest thing. 
<time begin="1359"/><clear/>We have to buy in from the customers for the proposed schedule. 
<time begin="1365"/><clear/>You don't want trucks showing up in the schedule. 
<time begin="1369"/><clear/>Then you have to get buy in from the drivers, and make sure they schedule their appointment time and we can do that PDA or cell phone. 
<time begin="1379"/><clear/>Or handheld device. 
<time begin="1382"/><clear/>If they are on the road, we have to make sure they don't need to get off the roadside stop and get their schedule. 
<time begin="1394"/><clear/>They need an interface they can have available to you them in the cab. 
<time begin="1400"/><clear/>We are hoping to get B N and who else, Ben in. 
<time begin="1412"/><clear/>I talked with the B N, I know they are interested and B N is very interested in this and the ocean carriers have the same issues that they are--so I think we will be able to generate quite a bit of interest in there this. 
<time begin="1431"/><clear/>From a viability summary. 
<time begin="1432"/><clear/>Increase the need for safety. 
<time begin="1441"/><clear/>Security, reduce congestion over all increase in intermodal traffic in United States. 
<time begin="1446"/><clear/>We have to make sure there is technology out there to be deployed to make sure operational and resource planning can be improved and efficient. 
<time begin="1460"/><clear/>One thing I want to state is the project that Monterey had proposed before. 
<time begin="1468"/><clear/>But her terminal op optimization project. 
<time begin="1471"/><clear/>If you look at the two, look at her project which is looking at the terminal operations within the terminal itself. 
<time begin="1478"/><clear/>It is everything before the gate. 
<time begin="1482"/><clear/>And what this project would be doing is looking at everything before it gets to the gate from the standpoint of these are the time slots available and this is when the truck can show up. 
<time begin="1494"/><clear/>That would essentially fill the slots as well as saying, this particular container would be available at this point in time. 
<time begin="1503"/><clear/>And it is a system that matched with the appointment with the particular available time slot and it is an one for one match. 
<time begin="1519"/><clear/>They would work together in sync and and at a particular time. 
<time begin="1528"/><clear/>That in itself will reduce congestion out of the gate. 
<time begin="1534"/><clear/>Well, just a couple of quick comments there. 
<time begin="1539"/><clear/>Industry, and the customers, the ultimate customer, the safe ways, the Walmarts and had some type of scheduled appointment, and in other words, if you want to deliver a load to a warehouse. 
<time begin="1554"/><clear/>To G E or to Walmart. 
<time begin="1558"/><clear/>Normally you have to have an appointment to deliver that, same way when you pick up a load that is being shipped by one of the beneficial owners. 
<time begin="1568"/><clear/>On the transportation side of the equation. 
<time begin="1575"/><clear/>We have never had that type of system. 
<time begin="1578"/><clear/>When a trucker gets ready to pick a box up. 
<time begin="1584"/><clear/>They show up at the facility whether it is an intermodal terminal, the port terminal. 
<time begin="1593"/><clear/>And get in line and wait until they can get an U P N to the facility to pick up a box. 
<time begin="1599"/><clear/>There is someone else on there too? 
<time begin="1601"/><clear/>It as whole big conference call. 
<time begin="1607"/><clear/>Intermodal freight technology working group. 
<time begin="1609"/><clear/>Go ahead, Ben. 
<time begin="1615"/><clear/>And historically, the truckers show up at the facilities and get in line and work their way through the gate process to find their load and which is delayed so you can look at the time it takes to get the trucks through the gates. 
<time begin="1635"/><clear/>Half hour to sometimes two or three hours. 
<time begin="1640"/><clear/>And there has been a number of different organizations that have some type of appointment system. 
<time begin="1649"/><clear/>But, it is not something that is common to the industry. 
<time begin="1651"/><clear/>Each one is different. 
<time begin="1655"/><clear/>And the other change is taking place in the industry today is that due to lack of capacity on all of the facilities, there has has been a design to figure out better ways to adjust for the lack of capacity 
<time begin="1675"/><clear/>and one of those has been stacking containers and then when the trucker comes to pick up the capers, you have to go to the stack. Move three or four to get to the one that the trucker has come to pick up. 
<time begin="1690"/><clear/>And this proposed project is not to say, you know, this is something new. 
<time begin="1697"/><clear/>The, some of the facilities have a tax system. 
<time begin="1701"/><clear/>But I don't think we have anything that is common throughout the industry and this is what our proposal is to look at something that would benefit the industry. 
<time begin="1711"/><clear/>Not just one mode of transportation that would have the same system where a trucker going from the rail facility to a customer, to a port facility would be using the same type of system in order to pick their boxes up. 
<time begin="1731"/><clear/>So this is where we are coming from in our proposal here and we really feel like there is quite a bit of support throughout the industry. 
<time begin="1740"/><clear/>For this type of system.

<time begin="1782"/><clear/>Pleasure to be here. 
<time begin="1789"/><clear/>Thanks for the invitation from the IFTWG. 
<time begin="1794"/><clear/>This idea, that you have on convergence for the transportation is a top peculiar that is increasingly discussed but not necessarily focused upon for other reasons which we shall get into. 
<time begin="1808"/><clear/>Meeting many of you in previous meetings and Monterey, we talked an away where we could simulate cost and analysis with the tools I developed with in preparedness of transportation. 
<time begin="1824"/><clear/>A problem? 
<time begin="1830"/><clear/>A definition is that the convergence of congestion and transportation requires debate by policymakers. 
<time begin="1839"/><clear/>As it continues, essentially these are looked at and talked about as social issues. 
<time begin="1845"/><clear/>Not often brought together in the same context and not the least of which there are so many different agencies as federal, state and local, that have responsibilities and jurisdictions. 
<time begin="1856"/><clear/>One or the other. 
<time begin="1860"/><clear/>Not very often do we we see the same agent having the same response or jurisdiction in both congestion and security issues. 
<time begin="1870"/><clear/>So that is one reason we have a problem. 
<time begin="1873"/><clear/>There and of course a major reason is just the growth of our economy and the growth of congestion as well as where we our, 
<time begin="1890"/><clear/>elaborating with the private second tore to better understand the convergence and furthermore, the causes instuff modal and expansion in the continent TA*L United States. 
<time begin="1904"/><clear/>Highway systems are over loaded. 
<time begin="1906"/><clear/>--loaded. 
<time begin="1910"/><clear/>And the system is structured and some of it transportation, we increased vulnerabilities. 
<time begin="1920"/><clear/>These are not just to intentional acts such as terrorism or theft. 
<time begin="1928"/><clear/>It is for reasons and the third cause, I alluded to in defining the problem. 
<time begin="1935"/><clear/>It is that we have in both public and private sector. 
<time begin="1942"/><clear/>That we don't look as mutual problems and that it is fragmented and intending to promote its own area. 
<time begin="1948"/><clear/>Rail, surface. 
<time begin="1951"/><clear/>Air, and maritime. 
<time begin="1956"/><clear/>So, where do we get affects or what other facts experience the transition. 
<time begin="1960"/><clear/>We believe there is an uncertainty in the transportation modes in the event of an incident. 
<time begin="1966"/><clear/>Is there in fact one plan that someone has that will happen with each transportation mode will do when there is an incident of what ever type that it is. 
<time begin="1977"/><clear/>There is a lot of, the research in different areas. 
<time begin="1983"/><clear/>Doing a lot of ads or sometimes the technology research efforts are duplicative. 
<time begin="1988"/><clear/>Are they overlapping. 
<time begin="1993"/><clear/>When intelligence transportation systems are doing research. 
<time begin="1998"/><clear/>Are they doing it forfeit gating suggestion. 
<time begin="1999"/><clear/>Perhaps for both. 
<time begin="2004"/><clear/>Often times they are different finance budgets directing those. 
<time begin="2010"/><clear/>Third reason is the resistance of the private sector on allocating resources which do not have multiple benefits. 
<time begin="2019"/><clear/>It is net in a position to be developed from the solution. 
<time begin="2025"/><clear/>From the solution, it has one area and then come up with another solution because it is a different area that may be handling it. 
<time begin="2035"/><clear/>So those three factors are what we see in the current situation, none of which are efficient. 
<time begin="2043"/><clear/>None of which are cost effective and we think none protect the nation as well as moving cargo. 
<time begin="2051"/><clear/>Hopefully I started the problem well and I would turn over the solution to Monterey. 
<time begin="2062"/><clear/>So the private description as Irv talked about is provide public decision policymakers with methodology and models 
<time begin="2075"/><clear/>and use it post incident and this will allow them to reduce incident time and decrease co-investigation and also minimize the risk. 
<time begin="2093"/><clear/>The way we are going to do this is to build a multi modal tool, by that I mean a tool that would consider all of those surrounding a hub, port. 
<time begin="2109"/><clear/>For instance, that would its goal would be to balance and describe the load most efficiently and select a transportation hub such as an E port like rail or truck or out bound transportation. 
<time begin="2130"/><clear/>And so forth forth and then we would analyze it slow with the sounding and immediately surrounding traffic. 
<time begin="2140"/><clear/>Such as trucks come in and moving out and then identify potential incidents that would happen and see what the impact is using the tool by distributing the loads among other modes of transportation. 
<time begin="2158"/><clear/>We think this this merger, we are going to maximize our cargo movement. 
<time begin="2164"/><clear/>Expect partners. 
<time begin="2170"/><clear/>We pick long beach but we are open to suggestion. 
<time begin="2181"/><clear/>Maritime, Irv can elaborate on that a little bit more. 
<time begin="2183"/><clear/>And they are not in the area. 
<time begin="2188"/><clear/>If I may add to that, the area committees are composed of all the take hold certificates--stakeholders. 
<time begin="2201"/><clear/>And we think they were going to be listed in this project of what will occur to them. 
<time begin="2207"/><clear/>Is it large a loophole in that process in that these committees are note, including other members. 
<time begin="2215"/><clear/>So the truckers are not part of the rails. 
<time begin="2216"/><clear/>And it is port. 
<time begin="2219"/><clear/>Basically, they are on the outside. 
<time begin="2226"/><clear/>Yet obviously we all know when an incident will occur. 
<time begin="2229"/><clear/>So a tool like this would be a mutual benefit to all the stakeholders. 
<time begin="2233"/><clear/>There are many benefits. 
<time begin="2238"/><clear/>We limited it to two or three for time. 
<time begin="2242"/><clear/>There will be preparedness to respond in the structure. 
<time begin="2246"/><clear/>Yet, taken into account. 
<time begin="2255"/><clear/>Fully cog cognizant and it is an evacuation plan and one of the plans when the commissions are not nearly as important. 
<time begin="2268"/><clear/>Which as Monterey explained can be adaptable to a port such as and others as well and we hope it is designed to be scalable and they can do multi sized as well. 
<time begin="2285"/><clear/>And the third benefit is we want to develop the process SO*R. 
<time begin="2293"/><clear/>And by that, we do mean local entities as well as jurisdictions within the entities as well as decreased infrastructure and beyond a local D.O.T. or M P O on decreasing congestion. 
<time begin="2317"/><clear/>We want to bring in others who are worried about security. 
<time begin="2323"/><clear/>They have something different to gain in the process. 
<time begin="2328"/><clear/>As far as challenges, can we take data from a port such as L L long beach and gathering that which is tremendous amount of data. 
<time begin="2342"/><clear/>Can we do the same in other ports or other modal facilities. 
<time begin="2346"/><clear/>Can we bring in sufficient highway tait at that as well that is an or response from disruption. 
<time begin="2354"/><clear/>A Haz-Mat incident. 
<time begin="2359"/><clear/>What would have to be done for transportation. 
<time begin="2365"/><clear/>Can it be used to handle other types and it is disasters or the major challenges and there are more as well. 
<time begin="2373"/><clear/>We have support from many who we feel would do want to bring together the vulnerability. 
<time begin="2384"/><clear/>And it has a self expression and determine the effects of Haz-Mat on structure. 
<time begin="2392"/><clear/>What will occur if it is on the infrastructure. 
<time begin="2396"/><clear/>Especially if there is congestion in and around the location of the accident. 
<time begin="2403"/><clear/>I am going to wear the I T S development is looking to promote all. 
<time begin="2412"/><clear/>Rather than just limiting them to increasing sufficiency of transportation. 
<time begin="2418"/><clear/>But to use that as a security mitigation against vulnerabilities as well. 
<time begin="2423"/><clear/>We think the stake holders would be a definite supporter of this project. 
<time begin="2425"/><clear/>In summary? 
<time begin="2428"/><clear/>Why do we think it will work? 
<time begin="2435"/><clear/>If we don't factor in the disruptions. 
<time begin="2439"/><clear/>There is an incident that we failed to prepare for an incident. 
<time begin="2443"/><clear/>We believe we should have been proposed for the worse which is all kinds of and hope for the best. 
<time begin="2458"/><clear/>Now, we do think that it can enhance awareness and maximizing movement and they are available to us.

<time begin="2529"/><clear/>The government organizations, other private industry, you can find that each of these agencies has has their own data sources and even if you go, the person, you will find that he his lot of school. 
<time begin="2553"/><clear/>Even accelerate documents and all this data is necessary for analysis, so, how I switch for the next slide.

<time begin="2563"/><clear/>Okay. 
<time begin="2569"/><clear/>So, this lead us with slow decision making and long analysis leave time.

<time begin="2645"/><clear/>We have the first that is required for decision making. 
<time begin="2649"/><clear/>There are a  number of sources that are actually lack of tools that consider all existing data sources and this is what we are add addressing and--addressing and it is the lack of knowledge of the full contents.

<time begin="2677"/><clear/>That is a redundancy. 
<time begin="2681"/><clear/>So where do you think entolling. 
<time begin="2688"/><clear/>It is a way to present knowledge across the environment. 
<time begin="2696"/><clear/>And this entoll based system will combine all the knowledge and information about the specific data sources. 
<time begin="2705"/><clear/>And so for example, if you would like to make sure that, if data about assistant business process is  available.

<time begin="2723"/><clear/>Like search and it will drive you to where is this data source. 
<time begin="2729"/><clear/>Where is this data source and what is the access policy? 
<time begin="2735"/><clear/>And it will go, if you see this diagram, actually, it is a little bit distorted. 
<time begin="2747"/><clear/>That we have multiple agencies on the top and the source that can be considered in the the entolling based . 
<time begin="2763"/><clear/>There will be an on line that will be sent out to organization wise, it could be sent out in the form of E-mail. 
<time begin="2778"/><clear/>That will be just what data sources you have and just not, survey, it is sort of a survey. 
<time begin="2788"/><clear/>Forced data and it is data. 
<time begin="2789"/><clear/>And so on. 
<time begin="2792"/><clear/>And using what services? 
<time begin="2798"/><clear/>We integrate all the surveys and then put this in an en tolling based system and interface with the search engine 
<time begin="2809"/><clear/>so the user in any of this organization, and private industry can go to the first engine and search and it will be provided by. 
<time begin="2824"/><clear/>A cans here are the owners of these sources. 
<time begin="2827"/><clear/>And what format. 
<time begin="2833"/><clear/>Of course, this survey would be, so we can start building the knowledge based which include dollars all the basis. 
<time begin="2850"/><clear/>It is an information resource or a data source or have a so, it would be a part of you know, this is accommodation. 
<time begin="2859"/><clear/>It is possible to submit a map and what are the input data and output. 
<time begin="2872"/><clear/>Any of the, and to any they know exactly. 
<time begin="2879"/><clear/>And they can be compared portion wise so there is no redundancy. 
<time begin="2888"/><clear/>So, we believe that the benefits will improve the decision making and analysis capable ability.

<time begin="2907"/><clear/>Second would be development awareness they have daytime. 
<time begin="2911"/><clear/>And we have a lot of experiences with NASA. 
<time begin="2917"/><clear/>NASA is a large organization that has a lot of centers and tons of contract contractors and surprisingly, you find that they have about 43% data redundancy. 
<time begin="2934"/><clear/>So for example, if I am analyzing a certain shuttle operation, then we can find six different data source and each force whose own. 
<time begin="2953"/><clear/>It is, but the existence of a system like that will point to nature redundancies. 
<time begin="2962"/><clear/>Integration platform and the third benefit which is to improve collaboration through the platform. 
<time begin="2974"/><clear/>The major challenges first is the scope of the project. 
<time begin="2980"/><clear/>Because actually we need to start with multiple organizations and this organization needs to be like they have different authorities. 
<time begin="2989"/><clear/>And to combine them together. 
<time begin="3000"/><clear/>So we can vote one of the, also the beauty of this idea could be the existing project. 
<time begin="3005"/><clear/>Because all of the projects and ideas. 
<time begin="3009"/><clear/>Like the success or the failure of the idea comes to Kate at that. 
<time begin="3018"/><clear/>So we can look at what is the most intensive and this could be attached to it too and second challenge is the buy in from the data source, 
<time begin="3038"/><clear/>and the kickoff of the project and the kickoff actually of the execution of the project will start by sending out surveys to the person and to the human resource level. 
<time begin="3057"/><clear/>And you have maintenance or deliver raj on it and we are talking about not hundreds but thousands of forms that will be sent out. 
<time begin="3075"/><clear/>And increasing number of the data collection. 
<time begin="3087"/><clear/>This is going to improve the efficiency of any agency. 
<time begin="3089"/><clear/>Thirty or 40% of your time. 
<time begin="3092"/><clear/>If this is available or not and collecting the data and you can have a system that tells you, this is available beforehand. 
<time begin="3100"/><clear/>So that you can really think about ideas that you can fine the data that has data available before even deciding to fund.
